EAC Footwear Certification: 2026 Compliance Guide
Footwear entering the Russian and EAEU markets in 2026 requires a dual-layer compliance strategy. Beyond the standard EAC Declaration or EAC Certificate, all footwear must now feature the Chestny Znak digital traceability code. This unified system ensures both the safety of the materials used and the legal authenticity of every individual pair of shoes placed on the market.

Compliance is split between two primary Technical Regulations:
- Adult Footwear (TR CU 017/2011): Most men’s and women’s shoes require a mandatory EAC Declaration. Manufacturers can also opt for a Voluntary GOST R certificate to highlight premium quality.
- Children’s Footwear (TR CU 007/2011): Due to higher safety standards for minors, these products require a mandatory EAC Certificate, involving factory audits and stricter laboratory cycles.
In 2026, the label of a footwear product is as important as the product itself. Two marks are strictly required:
- EAC Mark: The graphic symbol indicating that the product has passed all safety tests required by the EAEU. It must be applied to the product, its packaging, and accompanying Technical Passports.
- Chestny Znak (DataMatrix): A unique 2D digital code assigned to every individual pair. It tracks the product from the factory to the retail shelf. Importers must order these codes from the CRPT system and “activate” them during customs clearance.
Proper classification via TN VED codes is essential to determine the number of declarations needed:
- TN VED 6403: Leather upper footwear.
- TN VED 6405: Textile upper footwear.
Samples must be sent to an accredited laboratory to verify parameters like durability, chemical safety, and biological compatibility. The resulting Test Report is the foundational legal evidence for your certification.
The legal recipient of the EAC document must be a resident of the EAEU:
- Imported Goods: The Russian importer (or an authorized representative) holds the responsibility for the EAC Declaration and the correct application of Chestny Znak codes.
- Required Docs: TIN/OGRN certificates, Technical Specifications (TU), lease agreements for production sites, and the import contract details.
Once testing is successful, the document is registered in the Rosaccreditation database. The process typically takes **14 working days**. Upon registration, the manufacturer is legally authorized to apply the EAC mark and sell the product within Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan.
