TR CU 032/2013: Pressure Equipment Safety for the EAEU Market (2026 Update)
The EAC certification for pressure equipment is a mandatory requirement for placing products on the markets of the Eurasian Economic Union (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan). The reference regulatory framework is TR CU 032/2013, which establishes strict safety requirements for equipment operating with a pressure greater than 0.05 MPa.
In 2026, the certification process is more rigorous than ever, focusing on Digital Traceability. Every document is now linked to the product’s GTIN and the factory’s GLN, allowing for instant verification through the unified digital registry.

Hazard Classification
Equipment is classified into four categories based on the medium (Group 1: hazardous; Group 2: others), pressure (P), and volume (V) or diameter (DN):
- EAC Declaration 032/2013: For risk categories 1 and 2 (moderate risk).
- EAC Certificate 032/2013: Mandatory for categories 3 and 4 (high risk), requiring audits and lab tests.
Institutional Resources
Consult official sources for regulatory updates:
- Eurasian Economic Commission (EEC): Full text of TR CU 032/2013.
- FSA Unified Registry: Verify the validity of issued pressure equipment certificates.
The 'No Absorption' Rule for Machinery
A critical distinction in this regulation is that pressure-retaining components (valves, vessels, piping) cannot be “absorbed” under a general machine certification like TR CU 010/2011. Each component falling within the TR CU 032 parameters must be individually certified.
Risk parameters
Ecco la versione definitiva della tabella tecnica per il regolamento TR CU 032/2013, aggiornata con i parametri per i liquidi sia per i recipienti che per le tubazioni.
The hazard category (from 1 to 4) is determined based on the nature of the fluid (Group 1: hazardous; Group 2: others), the pressure (P in MPa), and the volume (V in m³) or nominal diameter (DN in mm). Below are the thresholds for vessels and pipelines:
| Equipment & Fluid Type | Cat. 1 (Decl.) | Cat. 2 (Decl.) | Cat. 3 (Cert.) | Cat. 4 (Cert.) |
|---|---|---|---|---|
| VESSELS (Gas & Vapor) | ||||
| Group 1 (Hazardous) | 0.05 < P · V ≤ 2.5 | 2.5 < P · V ≤ 5 | 5 < P · V ≤ 20 | P · V > 20 or P > 100 MPa |
| Group 2 (Other) | 5 < P · V ≤ 20 | 20 < P · V ≤ 100 | 100 < P · V ≤ 300 | P · V > 300 or P > 100 MPa |
| VESSELS (Liquids) | ||||
| Group 1 (Hazardous) | 1 < P · V ≤ 200 | 200 < P · V ≤ 500 | P · V > 500 | — |
| Group 2 (Other) | 10 < P · V ≤ 3000 | 3000 < P · V ≤ 10000 | P · V > 10000 | — |
| PIPELINES (Gas & Vapor) | ||||
| Group 1 (Hazardous) | 0.05 < P · DN ≤ 200 | 200 < P · DN ≤ 500 | P · DN > 500 | — |
| Group 2 (Other) | 0.05 < P · DN ≤ 1000 | 1000 < P · DN ≤ 3500 | 3500 < P · DN ≤ 5000 | P · DN > 5000 |
| PIPELINES (Liquids) | ||||
| Group 1 (Hazardous) | P · DN ≤ 2000 | 2000 < P · DN ≤ 5000 | P · DN > 5000 | — |
| Group 2 (Other) | — | P · DN ≤ 5000 | P · DN > 5000 | — |
*Note: Safety devices (safety valves, bursting disks) always belong to category 4, regardless of the calculations.
TR CU 032/2013: FAQ
While PED (CE 2014/68/EU) provides a solid technical base, it is not legally recognized in the EAEU. You must convert technical files into compliant documents like the Technical Passport and Safety Justification.
It is a mandatory technical document for TR CU 032 containing a risk analysis for the entire equipment life cycle. It must be written in Russian and held by the EAEU Applicant.
The applicant must be a legal entity registered within the Eurasian Economic Union. A foreign manufacturer cannot directly hold an EAC certificate and must appoint an Authorized Representative.
Pressure Equipment Documentation Checklist
To begin the TR CU 032/2013 process, please prepare the following:
- Technical Passport: Compiled according to EAEU standards in Russian.
- Safety Justification: Mandatory risk assessment document.
- Strength Calculations: Verification that wall thicknesses meet standards.
- WPS & PQR: Welding procedures and qualifications for components.
- Drawings: Including assembly, pressure-bearing parts, and P&ID diagrams.
- User Manual: In Russian, including safety limits and maintenance.
