TR EAEU 037/2016: Eurasian RoHS Compliance Guide (2026 Update)
The TR EAEU 037/2016 technical regulation, officially titled “On Restriction of the Use of Hazardous Substances in Electrotechnical and Radio-electronic Products,” is the Eurasian equivalent of the EU RoHS Directive. It is a mandatory requirement for selling electrical goods in Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan.
This regulation is a fundamental part of the EAC Certifications framework. Depending on your product category, it must often be combined with an EAC Certificate or an EAC Declaration to ensure full legal access to the market.
Restricted Substances & Limits
Compliance is mandatory for the following 10 substances (max 0.1% weight, except Cadmium 0.01%):
- Lead (Pb), Mercury (Hg), Cr VI
- PBB & PBDE (Flame retardants)
- Cadmium (Cd): 0.01%
- Phthalates (DEHP, BBP, DBP, DIBP): (Mandatory since 2024/2025)

Digital Requirements & Markings
In 2026, the EAC Declaration process is fully digitized. Manufacturers must provide GLN (Global Location Number) and GTIN (Global Trade Item Number) for registration.
The EAC Mark must be clearly affixed to the product and packaging. Furthermore, the user manual must be in Russian and include disposal instructions for hazardous electronic components.
TR EAEU 037/2016: FAQ
While standards are harmonized, an EU RoHS report is not a substitute for the Eurasian document. You must obtain a specific EAC Declaration registered by an EAEU-resident applicant.
Yes. Most electronic products also require compliance with TR CU 010 (Machinery), TR CU 004 (Low Voltage), or TR CU 020 (EMC).
Spare parts for the repair of equipment already on the market are typically exempt, provided they are not sold independently as consumer goods.
RoHS Documentation Checklist
To proceed with certification, ensure you have:
- Detailed BOM: Bill of materials for all electronic components.
- Lab Test Protocols: For the 10 restricted substances.
