The legacy Rostechnadzor (RTN) Permit to Use has been officially replaced by a more streamlined yet technically rigorous system. For equipment destined for hazardous production facilities in Russia and the EAEU, the primary compliance path is now the EAC Declaration according to Scheme 5D. This is often supplemented by the Industrial Safety Expertise (EPB), a technical audit that ensures complex industrial systems meet federal safety laws. While the Rostechnadzor permit is gone, the Industrial Safety Expertise (EPB) remains a vital document for the Russian market. It is an official technical audit conducted by accredited experts to confirm that a device or facility adheres to Federal Law No. 116 “On Industrial Safety of Hazardous Production Facilities.”
WHEN IS AN EPB REQUIRED?
• BEYOND EAC SCOPE: For equipment not covered by existing Technical Regulations but used in high-risk environments.
• LIFE EXTENSION: To verify the safety of equipment that has reached its calculated service life.
• AFTER REPAIRS: Following major technical modifications or accidents to ensure structural integrity.
Equipment used in hazardous facilities rarely stands alone. It usually must comply with multiple specialized regulations simultaneously.
CRITICAL COMPLEMENTS:
• TR CU 012/2011 (ATEX/EX): Mandatory for all equipment operating in potentially explosive atmospheres (Oil & Gas, Mining).
• TR CU 032/2013 (PED): Mandatory for pressure vessels, boilers, and pipelines operating above 0.05 MPa.
