Safety Justification (Obosnovanie Bezopasnosti) for EAC Certification
SAFETY JUSTIFICATION (OBOSNOVANIE BEZOPASNOSTI) – Last update: 25.02.2026
The Safety Justification (Obosnovanie Bezopasnosti) is a mandatory technical document required for the certification and operation of machinery and pressure equipment within the Eurasian Economic Union. It serves as a comprehensive risk assessment that details the safety measures implemented during the design, manufacturing, and operational phases of the product’s life cycle. Under TR CU 010/2011 (Machinery) and TR CU 032/2013 (Pressure Equipment), this document is not just an annex; it is the legal foundation for the EAC certification process.

The Safety Justification is developed in accordance with the GOST 33855-2016 standard. It must provide a full analysis of potential hazards and the technical solutions adopted to mitigate them.
CORE OBJECTIVES:
• RISK ANALYSIS: Identification of mechanical, electrical, thermal, and environmental risks.
• COMPLIANCE PROOF: Demonstrating how the equipment meets the essential health and safety requirements (EHSR) of the applicable Technical Regulations.
• OPERATIONAL SAFETY: Providing instructions for safe maintenance, repair, and decommissioning at the end of the service life.
Depending on the stage of the project and the client’s needs, two versions of the document can be prepared:
• FULL SAFETY JUSTIFICATION: A detailed document containing all calculations and test results, typically kept by the manufacturer and required during official state inspections or audits.
• BRIEF SAFETY JUSTIFICATION: A condensed version focusing on the main safety parameters and risk assessments, primarily used for the EAC registration process.
The document must be drafted by engineering experts specialized in **EAEU industrial safety standards**. TechSert Group provides full assistance in translating European risk assessments (ISO 12100) into the specific GOST format required by Rospotrebnadzor and certification bodies.
While the Technical Passport identifies the equipment’s specs and history, the Safety Justification focuses exclusively on risk management. The Passport is about “what the machine is,” while the Safety Justification is about “why the machine is safe to use.”
Yes. For pressure vessels, boilers, and piping systems, the Safety Justification is a critical requirement. It must include specific safety coefficients and proof of structural integrity under maximum operating pressures.
